INTER-CLUB COMPETITION GENERAL RULES TO APPLY IN THE "ILLAWARRA" PENNANT, "B" PENNANT, "C" PENNANT,
"WHITE HORSE CUP", AND "JUNIOR" PENNANT

The decision of the Match Committee is final.

All players participating in any Illawarra Pennant competition must be affiliated with the Illawarra District Golf Association and must have an AGU handicap

The Team Captain or Club Captain shall contact the Host Club on the Wednesday, or at least four (4) days prior to the scheduled Pennants Match to verify tee times.

The order of Pennants shall be : ---
1. "Illawarra" Pennant
2. "B" Pennant
3. "C" Pennant
4. "White Horse Cup"
5. "Junior Boys" Pennant

1. The IDGA reserves the right to accept or reject any additional team into a Pennant competition where that club already has a team in that particular Pennant.

2. Clubs are to reserve the draw days shown. Dates reserved should be early, taking into account the visiting clubs� travel time, and a free hit-off time of three quarters (45 min.) of an hour ahead; earliest time 6.30 -- 8.30 am, except Clubs who host more than one Pennant on the same day.

3. The Host Club shall provide at least ten (10) days written notice, to the IDGA Captain and each visiting club, of hit-off times and the tee. A nominated person and telephone number for contact shall be provided before a stated time and day prior, should inclement weather intervene. Practice, if any, and club rules for visitors (e.g. dress, restricted areas for Junior Boys and Sub-Junior Boys, and contact JPO).

4. The Host Club is to provide a starter and a match committee representative to make any decisions required. Multiple tees may be used for starting.

5. Play is to take place on the day shown unless the Host Club declares the course unplayable, and even a minimum of nine (9) holes may be used provided all teams set down to play are informed of the change before hit-off. Where handicap matchplay applies, the balanced match play distribution index takes shortened matches into account.

6. Teams shall consist of seven (7) players. There will be no reserves. The players are to be full playing members or junior boy playing members of the club concerned. No restricted, provisional, or country members are permitted. The team shall be nominated to the starter at least ten (10) minutes prior to their respective tee times and shall be numbered one (1) to seven (7) with handicaps nominated. Penalty for breach: loss of two (2) winning matches.

7. Any nominated player not teeing off within ten (10) minutes of being called to the tee by the starter shall forfeit his match and the following match shall proceed whilst he is waited for. The number seven (7) player tees off first, then six (6) and so on progressively until number one (1) hits off last.

8. No match shall proceed past the 18th hole. A match that is square at the 18th hole shall be shared with a half (0.5) to each player and should be marked thus: -- Sq on the results sheet. Should the team games finish square (e.g. 3.5-3.5) then each team shall receive one (1) point; except in a final where the match will continue until one (1) team has gained a four (4) match advantage.

9. The use of motorised buggies for players is NOT permitted. A ride-on buggy may be used upon the production of a doctor's certificate and a certification from a club official stating that a ride-on buggy is normally used by that person in the normal course of competition. Battery operated trolleys are NOT ride-on buggies. No ride-on battery powered or petrol powered buggies are permitted. The big ball (42.67 mm. or 1.68 inches) must be used. Penalty for breaches of these buggy or ball rules is disqualification.

10. Players, officials (and caddies, where applicable) must comply with the host club dress regulations, both on the course and in the clubhouse. Prior to the start of the competition season each club should ascertain the requirements of all clubs to be visited and advise their team members and caddies of these regulations.

11. Any club with two (2) teams in a Pennant event cannot interchange players in either Pennant team after the first game played. Penalty: loss of seven (7) matches.

12. Host clubs are responsible for the preparation of the official IDGA results forms, showing clearly the team names, individual players' names and handicaps and results and margins, obtaining the team captains' signatures before giving a copy or photocopy to each captain and faxing the original to the IDGA Captain before 6.00 pm of the competition day to allow transmission to the media before 6.15 pm.

13. In the event of a team withdrawing from the competition, the draw will be re-arranged if possible. Points scored against any such withdrawal will be deducted and, if necessary, a bye will be introduced with no points awarded.

14. Any protest on the result of a match must be lodged in writing to the IDGA Captain within four (4) days of play and must be made through the Club Captain or Team Captain.

15. In all Pennants played in two (2) Divisions, should a game be washed out in one (1) particular Division, (e.g.) a game in Division I is washed out and no games in Division II are affected, then the following points will be awarded to the teams affected in Division I:-- Should a Bye exist in the Division that affected all teams in that Division, each team in that Division shall receive one (1) point and the team with the Bye shall receive no points.

16. Points awarded: ---
# Two (2) to a team whose addition of wins on the day is greater that their opponents' addition of wins.
# One (1) to each team scheduled to play on a day which does not get played or completed.
# Nil (0) to a team winning less individual matches than their opponents on the day, or for a bye except as indicated in Rule 15.
# Minus two (-2) if a team forfeits a day's matches.

17. A player may obtain distance information by using a device that measures distance only. However, if, during a stipulated round a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.) the player is in breach of Golf Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used. Penalty - Loss of match. (This rule is as per NSWGA media release 14th March 2008)

18. Any club entering teams in more than one (1) Pennant, may if they desire, play more than one Pennant at their club course during the day.

18.1 In the event of a tie on points, the winner will be decided on a count-back; that is in regard to team games won. If teams are still tied, individual players� holes lost will be used to decide a winner. (eg Player "A" lost 2/1; thus the individual's holes lost are 2. If player "A" won 2/1 then he has not lost any holes. This method then applies to each team member for the match. The final total is calculated over the full Pennant season on each match.

18.2 No player shall play for more than one IDGA club during the existing Pennant season in the IDGA, excluding the Eric Apperly Shield.

18.3 Any team playing a player in the wrong order, or play any ineligible player, will be disqualified and the points will be awarded to the opposing team.

18.4 All clubs must submit a list of participating players with their official handicaps to the IDGA Captain prior to the first match of the season. Subsequent additional players must supply proof of their handicap as of the first day of the Pennant competition This is to be forwarded to the IDGA Captain and the Host Club.

18.5 Should it become necessary for any reason to conduct Pennants playing in fours (4s), then the group of four (4) shall consist of one (1) player from four (4) different clubs.

18.6 In any Pennant that is played in one (1) Division only the winner of that Pennant shall be decided by No. 1 qualifier playing No. 2 qualifier.

18.7 No player may alter his position on the starting sheet after it has been submitted to the starter. Penalty � Loss of that Match.

19. The consumption of alcohol by players or their caddy on the course during a scheduled Pennant round is strictly prohibited. The enforcing of this rule shall be the responsibility of the Host Club in the event of no IDGA official being present. Should a player be so intoxicated he may be forced to forfeit his match and be asked to leave the course.

20. Players may play one (1) game in a higher Pennant, as per "Order of Pennants". He must then return to his original Pennant. Should he play more than one game in a higher Pennant he cannot return to a lower Pennant. Penalty:-- Team disqualification.

21. No player shall be permitted to play in a final in any Pennant unless he has played at least two (2) games in that particular Pennant during the course of the season. Penalty:-- Team disqualification.

21.1 In all handicap Pennant events the Australasian match play index is to be used.

22. Meals during rounds of all Pennant matches are the responsibility of individual players and officials.

23. All matches in "White Horse Cup" and "Junior Boys" Pennant, where the balanced index is used, strokes will be given in accordance with the index for all extra holes played.

24. Junior boys are permitted to play in the "White Horse Cup" competition. Their supervision shall be the responsibility of the Team Captain.

25. In respect to all IDGA Inter-Club events, after nominations are accepted and the draw is completed for all events, should any club withdraw from an event for any reason whatsoever, the penalty imposed will take the form that such club shall not be eligible to nominate a team for that event for the following year.

26. All Pennant flags are to be returned to the IDGA Captain fourteen (14) days prior to the finals of those Pennant competitions.

27. In all Pennant matches play will cease after the completion of the match and the result sheet is to be handed to the official scorer immediately after the match has been decided by the person winning the match.

28. In all Pennants players will remain on the same handicap as they started on at the beginning of the Pennant season. Should a player reduce his handicap during the course of the Pennant season, but still remain within the Pennant handicap limit, he shall play off that reduced handicap for the remainder of the Pennant season. This will not affect his club handicap.

29. The audible emission or unauthorised use of a mobile telephone, by a player or caddy, during the course of a Pennant Match is a serious breach of etiquette and is strictly prohibited (Golf Rule 33-1). However, where prior permission has been obtained, from the starter or an opponent, in Match Play, for medical or other serious reason, it is necessary for the mobile phone to be used. Penalty: Loss of match.

SPECIAL RULES: -- "ILLAWARRA" PENNANT

To be read in conjunction with the General Rules.

1. In all matches in team play, the three (3) lowest handicapped players are to play in any position, one (1) to three (3), and the rest of the team are permitted to play in any handicap order.

2. All competing clubs are to reserve at least one (1) hour hit-off time and a suitable time gap ahead for the IDGA vs Monaro Pennant winners� final at their club on the dates shown in the program; that is until no chance exists for these clubs to win the Illawarra Pennant competition.

3. The mode of play shall be matchplay without the benefit of handicap (however, handicaps are to be shown for District Selectors� information). Fresh pin placements and championship length holes are to be set wherever possible.

4. If any course is unplayable, alternate venues on a participating Pennant course (on the same day) may be used only if both clubs agree. If any matches are not possible to be played, each team involved shall be awarded one (1) point each (semi-finals and finals excluded).

5. If semi-finals, final, or grand final are unable to be played on the program date, alternate dates will be arranged.

6. When the event is played in two (2) divisions, the finalists will be decided with the winner of each division playing the runner-up of the other division with the losers being eliminated. The two (2) winners are to play the final.

SPECIAL RULES: -- "B" PENNANT

To be read in conjunction with the General Rules.

Handicap margins 7 to 13

1. The team list must show names and progressive handicaps with the number one (1) player having the lowest or equal lowest handicap and the other members of the team in ascending handicap order. The lowest marker is to play number one (1) and is to hit off last. Penalty:-- Loss of two (2) winning matches.

2. No player shall be eligible to compete in "B" Pennant should his handicap be reduced to 5.4 or below. No shots are to be given. A player is to remain on the lower handicap during the Pennant season, even though his club handicap may alter.

SPECIAL RULES: -- "C" PENNANT

To be read in conjunction with the General Rules.

Handicap margins 14 to 18

1. The team list must show names and progressive handicaps with the number one (1) player having the lowest or equal lowest handicap and the other members of the team in ascending handicap order. When first included in the team, each player must be on at least a handicap of 13.5 and under a handicap of 18.5. The lowest marker is to play number one (1) and is to hit off last. Penalty:-- Loss of two (2) winning matches.

2. No player shall be eligible to compete in "C" Pennant should his handicap be reduced to 12.4 or below. No shots are to be given. A player is to remain on the lower handicap during the Pennant season, even though his club handicap may alter.

SPECIAL RULES: -- "WHITE HORSE CUP"

To be read in conjunction with the General Rules.

Maximum handicap of 24

1. The team list numbered one (1) to seven (7) must show names and progressive handicaps with number one (1) having the lowest or equal lowest handicap. And the others in ascending order. The full difference in the handicaps shown is to be given by the player on the lower handicap, using the balanced distribution matchplay index.

2. For the purpose of the "White Horse Cup" competition, a player's maximum handicap shall be the handicap on which he plays his first match, and shall be no more than 24.4. Should any player reduce his handicap at any time after playing a match in the "White Horse Cup" competition, then that player must play all his future "White Horse Cup" matches on the lower handicap even though the player in the meantime increases his club handicap.

SPECIAL RULES: -- "JUNIOR" PENNANT

To be read in conjunction with the General Rules.

Maximum handicap of 24

1. Team members shall be under 18 years of age on the first round date.

2. The "Junior" Teams shall consist of seven (7) players plus an additional player, who may play as a reserve (but whose result will not count) may be included in the team. The team list numbered one (1) to seven (7) must show the names and progressive handicaps with the number one (1) player having the lowest or equal lowest handicap and the others in ascending handicap order. Team management should contact the opposing team in relation to the reserve being available to play. Both names and handicaps must be shown, and the mode of play shall be: ---
# The first two (2) players shall be the two (2) lowest handicapped team members and will play without the benefit of handicap.
# The following five (5) players shall play in handicap matchplay with the full difference to be given by the lower handicapped player, using the balanced distribution matchplay index.

3. For the purpose of the "Junior" Pennant competition, a player's maximum handicap (which shall be no more than 24.4) shall be the handicap on which he plays his first match. Should any player reduce his handicap any time after playing a match in the "Junior Boys" Pennant competition, then that player must play all his future Pennant matches on the lower handicap, even though the player in the meantime increases his club handicap.

4. A "Junior" Pennant player may play only one game in a higher Pennant, He may then return to play "Junior" Pennant.
